The Office of Preparedness & Response coordinated the purchase of amateur radio (a.k.a. “ham”) communication go-kits for all Baltimore-Metropolitan Area Health Departments. This project will provide the local health departments with an additional communication tool so that they can relay messages to their medication distribution centers (also called PODs: Points-of-Dispensing), their local county Emergency Operations Center, and the Department of Health & Mental Hygiene (DHMH) Command Center. A step-by-step operations manual explains the need for the kits in order to enhance the response by the Public Information Office and to better communicate issues to the public during a disaster.
Useful tool By Muriel DeLaVergne-Brown I found this tool very useful especially for smaller departments that may not have all the resources to implement all this work.

Communications Manual accompanies the Amateur Radi By Joshua Carlyle I think these are useful tools, but I think there are two distinct tools here. One is the amateur radio equipment. This is a redundant method of communications that local health departments should be exploring. With recent changes to FCC rules, it is now easier to incorporate this technology into disaster drills. The second tool is a very good Risk Communications manual. I think each of these tools can stand on their own, and I find grouping them to be a little incongruent.
