Health Impact Assessment: Lowry Corridor Phase 2

Health Impact Assessment (HIA) identifies changes that optimize positive and minimize negative health consequences of a proposed policy or project. This HIA was conducted to analyze the potential health effects of the Phase 2 reconstruction project of the Lowry Avenue Corridor in downtown Minneapolis. This formerly vibrant community corridor has become an area of concentrated poverty and unemployment. To address the decline of Lowry Avenue, the county and city undertook an extensive planning process, with strong community input.
