It provides a brief overview of the Strategic National Stockpile and CRI programs in language any lay person can understand. It also describes the benefits of using various targeted dispensing modalities: private business Points of Dispensing, Faith-based Organization PODs, Institutional PODs, Mobile PODs, Drive-thru PODs, etc. It is a very helpful tool for introducing potential partners to the CRI program and POD concept.

However, I would not really classify it as a tool. It would be helpful to have some of the planning documents that are referenced within the guide.
