National Public Health Performance Standards Program (NPHPSP)

The National Public Health Performance Standards Program (NPHPSP) is designed to measure public health practices at the state and local levels. NPHPSP supports local, state, and government instruments for measurement. The local instrument, referred to as the local public health system assessment in Mobilizing for Action through Planning and Partnerships (MAPP), evaluates the capacity of local public health systems to conduct the 10 essential public health services. The NPHPSP local instrument is the instrument used to complete the Local Public Health System Assessment in MAPP. To learn more about the relationship between NPHPSP and MAPP, click here. This document explores the connections among several performance improvement processes and standards, including Mobilizing for Action through Planning and Partnerships (MAPP), the National Public Health Performance Standards Program (NPHPSP), and the Public Health Accreditation Board's (PHAB's) January 2009 draft accreditation standards. Communities can use this document to plan how best to leverage their MAPP and NPHPSP efforts toward accreditation preparation. These documents include only the local, state, and governance standards. The questions in the assessment instruments are used to determine how well the standards are being met. Sites may want to consider sharing the relevant abbreviated document rather than the full instrument with participants.
