Project Overview: The Pinellas County Health Department (PCHD) is located in Southern Florida and serves a primarily urban population of about 943,000. PCHD focused on the issue of access to primary care, and developed a quality improvement process to increase access to care by removing rigid guidelines for determining patient eligibility. As a result, more services are now provided to clients who may not have previously qualified.
